What is CBAM?
The Carbon Border Adjustment Mechanism (CBAM) is a regulation aimed at reducing global carbon emissions and preventing "carbon leakage".
CBAM imposes a carbon tax on imported goods into the EU, aligning with prices under the EU Emissions Trading System (ETS). The regulation mandates that importers declare and pay for their goods' emissions, discouraging the shift of production to countries with laxer emission standards.
-
CBAM affects companies importing specified goods into the EU from countries outside the union. Initially, it covers sectors with high carbon emissions. Importers of these goods into the EU will need to comply with CBAM regulations, including the purchase of carbon certificates in the future.
-
2024 (Start of the transition period): At this stage, importers are required to report the carbon content of their goods but are not yet required to pay for CBAM certificates. This phase is designed to allow companies to adjust to the new regulation.
2026 (End of the transition period): From this point forward, importers must buy certificates corresponding to the carbon price that would have been paid if the goods were produced under the EU’s carbon emissions pricing.
-
Non-compliance with CBAM regulations can result in significant penalties for importers, including fines that are commensurate with the severity of the non-compliance. Additionally, persistent non-compliance could lead to importers being barred from bringing covered goods into the EU market.
-
CBAM is primarily aimed at basic materials like aluminium, iron, steel, cement, and fertilizers imported from outside the EU. The list also includes certain finished or semi-finished products, mainly made from steel and aluminium.
